Disgrace

On the first page of Disgrace by J.M. Coetzee was a sort of homeless mention:

"...she thinks vagabonds should be rounded up and put to work sweeping the streets."

I often thought homeless people could be given jobs by the city, such as sidewalk sweeping. Of course the city of Long Beach already pays people to sweep the sidewalks and pick up trash ~ at least they do downtown.

I read, long time ago, about a city in Mass. that had a successful program of "work to earn". Assigned community service here is as punishment for crime rather than to instill sense of pride earning benefits.
